Aww, poor baby. Is he very old? I taught my first budgie to talk by taking him into my bedroom every night (back when I was single!) and talking to him in the dark (so there were no distractions for him). He learnt to talk really quickly.
I did a similar thing with Pippin, except I cheated and recorded myself saying 'pretty boy!' and put it on my iPod. Then played it to him overnight for several nights, very low. Once he got 'pretty boy' everything else he's just picked up himself! :~)
